The problem is, who gets to say when civilian deaths are justifiable? Hamas has some strong feelings about Israeli civilians who "support" the IDF, and Russia could claim that Ukrainian civilians who support zelensky are valid targets. You have to draw a bright line.
That is a very good argument for not being a democracy, which means that I don't think that it's a very good argument. If you don't approve of how people govern themselves, then the appropriate response is don't buy any of their stuff. If you really don't approve, don't sell them any of your stuff.
