It can't be overstated how much the healthcare system in the UK operates to punish fatness as a moral failing. Streeting sees fat as evidence of immorality, and if he can correct that immorality he can make people more economically productive, because morality and economic productivity are the same.
Labour moralism is going to sink this government. Tories are just thieves, often racist thieves but essentially they just don't care. Labour have had 14 years to forget how much people hated being lectured by Reverend Blair.

Forcing ANY medical treatment onto a person is a moral and ethical failure. As of using it as a consideration on whether the UK National Health Service will cover such treatments, if the patient wants them, that is another matter.
