- union recognition: abolition of rule requiring 40% support in favour of simple majority = very significant - substantive proposals on right of unions to access workplaces - proposed 9 month probationary period is (very) cautious: 6 months would be reasonable (more akin to OECD norm)

Huge amount of crucial detail is still to be filled in on almost of these issues..... and (quite rightly) a lot of consulting & negotiation still to be done..... ....but, all in, there is more in here than I expected.
