Shortermism vs long term vision. If only there was an effective way to make voters get this. E Romagna is where I'd choose to live if I wasn't concerned about climate change. It breaks my heart to see this about my country. And the squabbles between local and central gov rather than cooperating.

Of course we can afford to, just successive governments have chosen not to. Imagine the political embarrassment of going against the interest of your key backers and lobbyists. Unthinkable!

Exactly. Insurers won't insure a risk where the magnitude of a single event can financially destroy them, and climate disasters fall into this category. Climate change is objective reality, climate change denial is belief, and delayed policy has real consequences.
