Any cost and project time is naturally included. Like with the whole transition. The Twh production, and it's value to economy, when active is leading imo. A project build time should be the way to look at it. Not by single reactor.

For example the UAE build AP1400 within a ~9yrs. Yet the project was 4 reactors in 12yrs. Having 2 to 6 reactors per project. With SMR this can go up much higher, depending on the project. Or added later to a base construction.
