It doesn't in the sense that a lot of it is based on the civilian control stuff (almost always a good thing) but is fairly explicit about the view of the military as being a "corporate" entity with a form of apolitical subservience to civil leadership

Fair, I don't disagree with the former. I do take issue with the latter, like how did that get shaped and how was it implemented/furthered. It just doesn't math to me, but that's a topic for another day.
