Beyond the racial profiling and scapegoating that drove it, there was some belief that it was "protecting American jobs." In the end, there is some consensus that the mass deportation further collapsed the economy and lost even more jobs.
What they're describing has echoes of the "Mexican Repatriation" under Hoover and FDR during the Great Depression. A significant portion of those deported were US citizens, some of whom were simply suspected of having Mexican ancestry by state and local authorities.
