I think if it has to be done, the key is probably in selecting a very small amount of new content to deliver and then spending a lot of time collaboratively to apply it.

Exactly the approach we have, developing the clear 'why' together, teams having time to trial things out, discuss & feed back. We map out cycles of CPD, team time & review & reflect. It also links to our performance dev. cycles with agency the core aim! Allowing sufficient time is key too...
