It is absolutely incredible that DWP moved from counting 'individuals in receipt of ESA' to 'adults-in-families-where-anyone-is-receiving-UC-health' as its currency for counting people on incapacity-type benefits, leaving even the OBR unable to measure trends in receipt.

As I've noted here before, this doesn't just apply to incapacity-type benefits, it applies across the board. Under UC people are counted in a way that is not comparable with any data for the predecessor system. Nobody knows what the caseload trends are.
