Right, my impression was that there was an extensive background check (more involved than for regular guns) if someone wants to buy a (used) machine gun. I'm not saying that manufacturing "regular" semi-auto rifles should be banned, but the background check portion could be significantly beefed up.
I've thought that the current permit process for weapons in category 4 could and should be extended to weapons in category 3.
