One of the things going on is the reporter is given a job to do fact-checking, and so fact check they must. That they are having to resort to such tortuous parsing and pedantry is a testament to the general rightness of the Democrats' claims.

I'm now convinced it's a bit; there's no f*cking way they are being serious.
