It gets automatically applied, but it varies on when. I had a picture uploaded from a year ago and it didn't have a nsfw tag on it for a good while until I checked recently

Yeah, he is trying to change the blocking system so that people who are blocked can still see your posts. I don't think it will be implemented, as it is breaking Apple and Google's terms of service and could be considered illegal, but you can never be too sure.
