Pretty sure in any other field this "correlation" would be laughed at. There's a reason the R^2 isn't reported.
I don't even doubt the premise. Obviously above some threshold regulation is going to drive up prices: e.g. if you require more expensive insulation then you are very literally driving up building costs...it's just a bad paper that only looks impressive if all you do is read the abstract.
