I know Woolf said "A woman must have money and a room of her own if she is to write fiction" Which I think is a similar sentiment. Financial stability and the freedom that comes with that makes it easier to pursue art (though there are still brilliant working class artists)

There’s also the whole Maslow’s Hierarchy of Needs, thing. It’s easier to care about producing lasting art when in the self-actualization phase, rather than when starving to death. Probably the best art isn’t recorded, or never makes it past a sketch.
