I don't think this is unique to devs. And, fwiw, I believe it's fair, or at least very understandable. Most of us (re)act in ways that benefit our physical, mental, emotional, and social well-being. And many org environments or change initiatives amplify our threat response.
Exactly. It's the control that often gives that perception of certainty. And for sure, we (humans) value many perceptions over performance. That's pretty much the whole field of behavioral economics :)
Fwiw, I think this pits the wrong things against each other. People tend to trade off for near-term things that feel more certain and against long-term things that increase uncertainty about SCARF-based loss
