Yeah, I disagree, unless you completely change the scale. My worry is that cat 1, 2, and even 3 storms will be dismissed completely. Cat 5 is already "catastrophic".

That's fair. That's what the people against it said as well. I'm on the side of having it, but I don't know if it would make people think less about cats 1-3. Most people in that area don't really think much of those anyways if they have lived there for a long time.
