Unfortunately no. On the affected devices, the MDM profile "App blacklist configuration" was installed under "Other profiles", but cannot be deleted. I am not sure whether this is responsible for the problems

JAMF support mention most common issue is that permission needs to be changed, by going into: Configuration Profiles, Restrictions and then looking for media content (age restrictions) or region (geographic restrictions) and to see what's blocked and allowing there. So hoping this might help you too
