I am not sure it's a political strategy at all and he'll face backlash no matter the path. I think it's more of his belief that we MUST fund Ukraine and the reality that republicans will sacrifice national and European security over this.

I don't see how he will face backlash from his party if he does not sacrifice the asylum process and capitulate to Republicans? He used his emergency powers to bypass Congress to support Israel militarily (which I oppose) and he could have done that with Ukraine (which I would support).
