Have you tried switching to a credit union, they usually are less scummy than banks. Mine refunds atm transactions and doesnt charge fees like that so its worth looking into, sorry that happened

with some credit unions at least you can opt out of them covering purchases and allowing overdrafts. Mountain America is one
