The paper takes advantage of data from water meters in Sweden that were installed many months before apartment-level billing of water began. This allows the authors to track consumption before and after volumetric pricing and conduct diff-in-diff and event-study analyses.

The paper finds that the attention surge lowered subsequent forest fires by 22% in that year. Speeches in Brazilian Congress & gov't dispatched fire brigades played a role, but so did other actions by civil society. However, the impact - as the media attention - was short-lived.
