My take is that if they don't want to serve every client, then they shouldn't be subsidized by the government as they served every client.
Yeah, it's like saying that homosexuality didn't exist in an area because no one was open about it back then. It very much did exist, there is just a penalty for being openly transgressive with the religious status quo back then.
