If a woman calls 911, she doesn't get to decide what hospital the paramedics take her to. This makes it a pretty clearcut application of the commerce cause, where the federal government has an overriding interest in making sure terms are equal among all states.

This is the argument more people need to make. Bodily autonomy is a human right and should be treated as such, at the federal level, where all human rights issues should be handled.
