Interesting report - did a good amount of work in this area via the Connection Coalition + Great Winter Get Together and entirely agree. It's about seeing local govt as a enabler to build stronger, connected communities and creating spaces for strong/weak ties

A key thing that's often missed, I think, is the importance of business and third places + reaching those who aren't likely to engage with things like libaries/community centres - going beyond 'build it and they will come' with focused outreach. All takes resource of course
