If you have a solution to this problem I’m all ears.
In a few hours? Not a damn thing; it's plausible contextually that you can move people, but realistically there probably isn't anywhere to go. In general? If you aren't able to safely handle predictable emergencies, you shouldn't be allowed to house them.
Have an actual evacuation plan for prisoners in hurricanes rather than just "they 'shelter in place' and if said shelter collapses on them or floods, tough; doesn't matter if they weren't convicted of a capital crime, they're in prison so their life is utterly worthless"
