I HAVE FINISHED EXAMINING ALL 57 MUNICIPAL CHARTERS IN DELAWARE 40 municipalities (70%) grant corporations the vote in some cases (annexations, bond referenda); 3 (5%) fully enfranchise them. NB: Corps are enfranchised only if they own (or, in some cases, lease) real property in town.

Two really important articles out today from Meredith Newman at Delaware Online. First, an in-depth look at Delaware's forced sterilization program. It ran thru the 1970s & affected ~1,500 ppl – one of the highest per capita rates in the US. Black women & girls were disproportionately affected.
