Spirit Island (a game sometimes called "reverse Settlers of Catan") might give you inspiration: spiritislandwiki.com/index.php?ti... There are some Civilization-series mods that might fit your needs, but it's been a while since I played them. (Civilization III and IV had a lot, I think?)
