I managed to balance the books quite easily and increased spending where needed. But I did that by raising taxes. We're only broke because we tie our own hands.
A more complicated version of this kind of game is the Democracy series. I love building a public transit empire where everyone rides the mega buses and hyperloop trains to their free healthcare and universities.

I know its a bit of fun but a bit more granularity on departments spending would have been 👍. Was very hard with broad categories. Still hit the fiscal rules which surprised me tbh.
