My guess is he's pretty sure Harris is gonna win regardless, and he's doing everything in his power to generate the opposite impression in order to maximize the payoff when he bets against Trump.

He either bet that trump will win a long time ago and he needs to move the line so he can hedge or he's betting on Kamala and he wants to move the line to increase his payout.
