Hybrids don't reduce emissions enough to be a solution though. It's greenwashing. BYD makes cheap cars at razor thin margins with CCP subsidies. The legacy competitors are absent and cutting their plans too. This story has a lot more to it.
Given the state of the climate emergency, I find it mindboggling that fossil fuel burning vehicles are still being legally marketed and sold to consumers in any developed economy.
It's pretty misleading for the graph to mix in plug-in hybrids with fully electric cars.
