Pledging isn't doing and I doubt it's an enforceable contract so if he pays up front everyone qualifying should sign up and sequentially refer each other.

Has anyone actually read the petition itself? As far as I can tell, you can't read it without giving them your voter information first. Only after that and the claim-my-prize info can you read it, and I'm not sure it doesn't make you sign BEFORE you can read it.
