So, painfully slow meaning DSL or lower speeds, and outages meaning long enough to see 404 responses during regular browsing or streaming?

I monitor my uptime and bandwidth with an RPi, and I’ve never seen speeds that slow (always above 100/10, average of 200+/25+), and maybe one measurable dropout every 3-4 days, recovers within 1-3min.
