I (and I write from the other side of the Channel) see another explanation, that I wouldn't call 'electoral tactics'. And that is the gvmt's understanding of the chances of re-entering _anything_ European as slim, unless there's a bi-partisan support. (Or tri-partisan, if Farage remains a factor.)
