Yeah it really doesn't make sense especially in the endgame hubs since it was the case in hw and stb especially now with the NPC player hide and if that wasn't enough they could just use the feature from island sanctuary that forces you off mount to make only certain areas mountable in.

That would be far too convenient, so obviously, they can't do it. For real though, it's probably to stop people from being obnoxious with mounts, but I feel like letting people report that kind of behavior would solve that issue.

I'd say not just the "small" hub areas either, sharlayan and tuliyolal and crystarium are too big to traverse on foot
