basically all credible estimates (Freddie Mac, NAR, NAHB, advocacy groups) of underproduction start at 2 million, and the high 3 million range is probably the low end. factors are all over the place--suburbs flagrant underproducers due to local control, rural areas because things don't pencil, etc
