I think that's a mistake but hopefully something good will still come of the offer.

To the best of my knowledge, there was an offer on Erasmus (-plus), but yet no offer on youth mobility. London had approached a handful of the relevant governments (Ireland's is the irrelevant one) striving for bilateral agreements. Some of them were miffed by that. (And by now, many more must be.)
