the fear is that it would tend to be slower to respond (councils...) in largescale emergencies & not equipped with, for example, enormous equipment needed for much of this, earthmovers, helicopters, etc. Decisions for tens of thousands or millions of people need to be made rapidly by trained people
On the question of speed, the evidence suggests large institutions are slow to respond to emergencies, while anarchists are not. And the reason states are slow is because their primary concern is ‘control of the situation’.
Anarchists can be trained and can train others, and have lots of experience. In principle could be better than the state because mutual aid is a core anarchist value, as opposed to utility or self-interest or power. The point is the state doesn’t act, people do, through the institutions they prefer
