Google Play’s requirement is unequivocal that users of apps with user-generated content must offer some way in-app to block content and users; Apple’s requirement is more vague and seems aimed more at removing abusive users from the service than individuals blocking each other

that is, of course, assuming that an app reviewer is going by the book which we all know isn’t the case most of the time (in either direction)
