The move to local is surely part of the solution for this government. The point about >0 sum is valid and important. But we must be *VERY* wary that devolution doesn't come with built-in targets for 'efficiency' (cuts). This would strangle it in the cot.

It's much more of a marker than in 2012, but he state still plays a significant role. For example NHS bursaries offset and in some cases meet fees. More of this could let Blue Labour off the hook by letting them spend more while keeping fees fixed. Where the money comes from is more difficult.

I like the idea of 'wood chippings. Everything I write ends up with a section at the end, usually titled 'dump' - in the late drafting process I usually keep it on split screen, because I'm usually bringing stuff back in (a little) and cutting stuff out (a lot). Great idea.
