Vaguely curious how a bread product got infected with meat bacteria maybe there’s a regulatory agency that could help

Because they're not "meat bacteria". Listeria's primary environmental niche is soil. Raw vegetables are an occasional source of human infections, usually due to soil residues.
Listeria is in the waffles now?! Have mercy.
