Need to distinguish between procurement, authorisation and deployment, all of which impacted vaccine availability. On procurement, the UK would have been in the room when the EU plan was being developed so its views would have been taken into account, but could still have chosen to do its own thing

(IMO UK would have had similar supply outcomes if it had taken part in the EU scheme but anyway). And any EU country could have chosen to authorise nationally rather than wait for EMA, though would have depended on willingness of government and regulator to take that risk)
