Electoral incentives to militarize, especially in contexts of high crime, can override ideological commitments to human rights. Electing progressive politicians is not enough to reform law enforcement.

Even though leftist parties express a commitment to human rights, left-leaning mayors double down on militarized policing to display competency in public security and compete in a policy space traditionally occupied by the right: law and order.

We studied municipal police forces (guardas municipais) in Brazil and find that leftist mayors tend to militarize them more than non-leftists mayors.
