The business group that agitated for this task force’s formation not only claims 1/3 of all city lobbying activity over the past ten years, they’ve also made their aims clear by opposing every progressive tax measure in recent memory. The measures mentioned above are the same the task force now points to as failures, on account of a lack of felt progress on the problems the measures proposed to address — a feeling the PBA actively works to cultivate through reporting in PBA-member media outlets like the Oregonian and WW

No new taxes. A persistent complaint of late from businesses and leaders like Wheeler is that Portland is one of the highest-taxed cities in the country — the release notes it trails only New York City — but that residents and businesses don't feel like they are getting much in return. The recommendations call on elected officials to hold off on any new taxes or fees until the end of 2026 at least. It also calls for further study of the city's tax structure, and potentially stepped-up tax credits for downtown businesses.
