We already have NATO for collective territorial defence. We really cannot afford duplication in Europe. But option 3 and thereby strengthen the European pillar in NATO, is wise

Yes, we already have NATO and yes we still have the problems caused by manifold duplicity of several menberstates in Europe, making procurement expensive and inefficient. That's what we want to solve. And my way of number 2 does just that.
