I weirdly know about this: There's actually a standard for how 'real' it needs to look depending on the environmental needs of the area. On areas prone to high winds the fake branches can be a safety issue. They also want to avoid birds nesting on structural parts.
So in this case by putting the dense branches underneath, the birds are less likely to go for the actual units up top, along with the bare bottom keeps climbing critters away.
