I suspect this is more to do with Google testing if having the News tab is worth the price of the Link taxes that very governments have been considering/enacting on News articles. (Google has consistently argued it's the Publisher who benefits from the excerpts+ links )

And Publishers have consistently argued that it creates net value for Google but not for them so they shouldn't really be upset if it goes away since it should be the removal of a loss.
