It’s kind of funny that they imagine individuals have more money per publication available than institutions, but I suppose these fees aren't actually paid very often…

We have some arrangements with publishers at the university level so JGU pays for these fees occasionally and every time I encounter it I think "making this obscure piece of writing slightly more available just cost the university a month's worth of someone's salary."
