If someone keeps supplying more and more ammunition for a gun, telling someone to keep shooting, and looking disappointed when there is no bang, it's not Russian Roulette

The State Department thinks it's not Russian Roulette unless you actually play it with Russia. Otherwise it's just sparkling escalation.
