For disciplines that see the relationship of evidence to argument as a key part of the value of the work, yes! But as I think you’re suggesting there are also conventions and cultures of practice that habituate us to read a certain way.
Just noting here that, for me, that’s not at all what reading notes is about. As a reader I really want to have the notes handy. It’s a contract between the author and me. For any assertion I like to see the evidence. It’s part of the pleasure of reading.
