Have to admit, I missed that one. Prior to this I felt like I hadn't gotten a good grip on the issue, so much so I actually went to read that 450 page dump to figure out what was going on. Pennington (above) sums up what I understood from it and added even more context, definitely easier!

Part of the problem is nursing staff are liking their jobs enough to stay now. Staff turnover is down, while worker satisfaction is up. We've run the health system understaffed and relied on burnout for so long that when it doesn't happen we're taken completely by surprise.
To fix this we have two choices: freeze/cut staff & services, or match the budget to the services we claim to have. Our government has chosen the former. We are going to have fewer nurses, fewer surgeries, fewer public health services. We can choose the latter. Funding services with tax revenue.
