as far as i know, they do. montgomery county requires a minimum of 68, so i think it just varies by county. pretty sure there are cooling requirements in the summer statewide too but i don't have to know the entire state law so i don't lmao
ok they don't actually! i looked it up. landlords are of course required to provide heat but not every county includes min temps in their code
